b. Install bazel31 on Arch using YAY

* (Optional) Uninstall bazel31 on Arch using YAY

2. Manually Install "bazel31" via AUR

a. Ensure you have the base development tools and git installed with:

                base-devel git
            
                    
    
    Copied

b. Clone bazel31's git locally
