a. Ensure you have the base development tools and git installed with:

$ sudo pacman -S --needed base-devel git

b. Clone ros-noetic-yocs-velocity-smoother's git locally

$ git clone https://aur.archlinux.org/ros-noetic-yocs-velocity-smoother.git ~/ros-noetic-yocs-velocity-smoother

c. Go to ~/ros-noetic-yocs-velocity-smoother folder and install it
